- some PDF document properties are missing such as title, subject, author and keywords,
- some images in PDFs do not have text alternatives, and
- some tables in PDFs do not have column and row headers.
- Some page elements have issues with contrast, labels and reflowing text.

Technical information about this website’s accessibility
NHS Lanarkshire is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.
Compliance status
This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to the non-compliances listed below.
Non-accessible content
The content listed below is non-accessible for the following reasons.
Non-compliance with the accessibility regulations
- Some keyboard focusable clickable icons do not have text/label visible to a screen reader. This fails WCAG success criterion 3.3.2 Labels or Instructions. Sufficient labels, cues, and instructions for required interactive elements are provided via instructions, examples, properly positioned form labels, and/or fieldsets/legends. Work is ongoing to fix.
- Some headings or page elements do not support reflow. This fails WCAG success criterion 1.4.10 Reflow: Content can be presented without loss of information or functionality, and without requiring scrolling in two dimensions. Work is ongoing to fix this.
- Some page elements have insufficient contrast. This fails WCAG success criterion 1.4.3 Contrast (Minimum): The visual presentation of text and images of text has a contrast ratio of at least 4.5:1. Work is ongoing to fix this.
- Search form control may not have a corresponding label. This fails WCAG success criterion 3.3.2 Labels or Instructions. Sufficient labels, cues, and instructions for required interactive elements are provided via instructions, examples, properly positioned form labels, and/or fieldsets/legends. Work is ongoing to fix this.
- Many of our PDFs do not contain a relevant document title. This fails WCAG 2.1 success criterion PDF18: Specifying the document title using the Title entry in the document information dictionary of a PDF document. Work is ongoing to fix these or replace them with accessible HTML pages in order of patient need and frequency of use.
- Many of our PDFs have diagrams and/or tables. Some of these do not have a text alternative, so the information in them is not available to people using a screen reader. This does not meet WCAG 2.1 success criterion 1.1.1 (non-text content). Work is ongoing to fix these or replace them with accessible HTML pages in order of patient need and frequency of use.
- Many of our PDFs do not contain fully tagged content or tab order for easy navigation. This fails WCAG 2.1 success criterion PDF3: Ensuring correct tab and reading order in PDF documents. Work is ongoing to fix these or replace them with accessible HTML pages in order of patient need and frequency of use.
- Many of our PDFs do not identify headings, lists or data tables correctly. This means users using screen readers may not be able to follow the structure of a document, which may affect their ability to access and understand the information. This does not meet WCAG 2.1 success criterion 1.3.1 (info and relationships). Work is ongoing to fix these or replace them with accessible HTML pages in order of patient need and frequency of use.
- Many of our PDFs contain figures which do not have alternative text. This fails WCAG 2.1 success criterion PDF1: Applying text alternatives to images with the Alt entry in PDF documents. Work is ongoing to fix these or replace them with accessible HTML pages in order of patient need and frequency of use.
Content that’s not within the scope of the accessibility regulations
PDFs and other documents
The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. Where possible NHS Lanarkshire will update PDFs to be more accessible or offer an alternative format. For example, we now link to new versions of Easy Read documents for people with learning difficulties (formerly on the Health-e-Lanarkshire website). This may not be possible for all PDF files, including those from other organisations.
Any new PDFs or Word documents we publish will meet accessibility standards except where it is in the interest of our patients to publish information before the accessibility standard can be met.
Video
Some of our older videos may not feature captions. Many of our videos are embedded from YouTube and Vimeo. These may feature labelling from YouTube and Vimeo which are incorrect or not sufficiently descriptive – you can visit our YouTube and Vimeo channels to see more of our videos.
What we’re doing to improve accessibility
Work is ongoing to:
- regularly test and fix issues found such as contrast and link purpose issues,
- update PDF documents to be accessible,
- make sure new documents are accessible where possible, before they are published,
- publish documents in HTML where possible, rather than PDF,
- train staff to make sure they are aware of the importance of accessibility, and how to make their documents accessible.
Preparation of this accessibility statement
This statement was prepared on 11 June 2019. It was last reviewed on 9 August 2023.
This website was last tested in June 2023. The test was carried out internally by staff in NHS Lanarkshire’s Communications Department. We use the Web Content Accessibility Guidelines V2.1 level A and level AA and tools including WAVE to test how accessible our website is.
When deciding on a sample of pages to test, we chose based on:
- our most popular pages,
- pages that gave a good example of each one of our templates,
- pages that included images, multimedia content and interactive elements.
